The transport industry is currently going through a major process of change and overhaul including the introduction in December 2011 of the requirement for a contract between a Transport Operator and their nominated Transport Manager of both Standard National and International goods vehicle operations. This means that in the event of an issue that leads to a public inquiry this allows the Traffic Commissioner to determine where the blame lies.
In addition, nominated Transport Managers are now required to complete a Transport Manager Questionnaire relating to the work stating whether they are “internal or external” to the company. For those who work as an external transport manager (consultant) they will now be limited to working for no more than 4 operators with a total fleet of no more than 50 vehicles. All the information supplied via this questionnaire will be recorded on a National Register. In the event of a Public Enquiry, if a Transport Manager is declared “unfit” then this fact will be recorded on the National Register and the declaration will remain in place until the Traffic Commissioner determines that fitness has been restored.
Another major change in legislation is the requirement for driver CPC training and as the 2014 deadline looms closer many within he transport industry are still unprepared which could lead to many professional drivers being ineligible to continue driving commercially from that date.
